Lutia Windgarden is the first seasonal apprentice elf in almost twenty years to be officially admitted into a human city. On day one in Goosebell City, she overhears market vendors grumbling that the heat will spoil their goods, so to save everyone's day she calls down a night of snow. Morning comes and the snow keeps falling. Roofs cave in across North City, water mains freeze and burst, the docks close, and thousands are trapped in an instant winter. Worse, every time Lutia tries to leave, the blizzard follows her past the city line. Under the White Birch Accord between humans and elves, she must stay in Goosebell City under watch and help with the cleanup. The city bans her from casting without permission and hands her a snow shovel, plus Lorne Hedd, the disaster officer tasked with logging every bit of damage. Shoveling snow door to door, recording losses and facing the people she hurt, Lutia learns that a wish isn't a request, and good intentions don't give you the right to decide someone else's cost. Then ice turns up in a basement, ice that formed before the first snowflake fell, and the disaster takes a new turn. Someone planted her miracle in Goosebell City. Before day twenty-one, Lutia must stop the snow over half the city and uncover who decided all of North City was an acceptable sacrifice.
