The Cost of Injury

In a South Korea where the law lets the state inflict exactly the harm a criminal caused, first-grade harm assessor Yoon Taekyung turns injuries into the numbers that decide punishment. Hours before the nation's first eye-for-an-eye execution, he finds that the victim's records hid a preexisting condition, and that an unlisted exclusion code leads to a sealed file called Case 0000, created months before his sister's death.
